Civil Courts hear civil suits at first instance, up to the value their jurisdiction allows. They sit in every district and in most tehsils, which makes them the most widely distributed court in the country. Jurisdiction turns on the value of the suit, so the same dispute belongs to a Civil Court or to the District Judge depending on what is claimed. Execution comes back here after judgment, which is where a good many matters quietly stall.

What a firm has to track
Civil suits run for years across many short hearings, most of which end in an adjournment. The pattern is what matters: a firm that can see a matter has been adjourned nine times for the other side's convenience has something to say to the court, and something to say to its client. The other thing a record has to survive here is length. A suit running five years outlives the associate who filed it and the clerk who kept the file, so what happened on each date has to be readable by somebody who was not there.
